RESPONSE: BC8, BC5, T84, E87, E86, E81, E88, E82, BS31, M85 ASSISTING AGENCIES: Pittsburg PD, San Ramon Valley Fire, Red Cross, PG&E TOTAL FIRE PERSONNEL AT SCENE: 24 All concerned,

Units from Contra Costa County Fire Protection District responded to a residential structure fire this evening on Belleci Avenue. On arrival of our first units, we discovered a house that was about 50% involved in fire that had spread into the attic and the rear patio area. There were 3 BBQ style propane tanks that were also on fire and venting gas that was further threatening the adjacent buildings. Crews were able to mount an interior fire attack on the house, while subsequent crews were able to handle the exterior fire and safely extinguish the propane tanks.
There was no spread to other buildings, however the residence did suffer extensive damage. The occupants were able to safely exit the house and no civilians or firefighters were injured during this incident. Red Cross was called to help relocate the residents and a 100.00 SAVE Card (Supplying Aid to Victims of Emergency) was issued to further help the displaced residents with short term needs. The cause of the fire was determined to have started in the Kitchen from unattended cooking on the stove. Please feel free to reach out if you have any questions regarding this incident.

Fire: Starbucks in Sausalito


SAUSALITO, Calif. (KGO) --
Firefighters say a 2-alarm blaze damaged two buildings, including a Starbucks, in Sausalito near Princess Street and Bridgeway.

One firefighter was hurt when he got an electric shock and several people who live in one of the buildings have been displaced.

"Well, there's six residential units between the second and third floor, ah, they're not gonna be able to come back in tonight due to the utilities shutoff," said Batt. Chief Scott Barnes.

The fire was in an alley and spread to the buildings its cause is under investigation.

RECOMMENDATION(S):
APPROVE and AUTHORIZE the Fire Chief, or designee, to apply for and accept grant funding from the U.S. Department of Homeland Security, Federal Emergency Management Agency and the California Governor's Office of Emergency Services, Hazard Mitigation Grant Program, in an amount not to exceed $2,000,000, for the purchase and installation of nine emergency generators.
FISCAL IMPACT:
There is a 25% local agency match requirement for this grant. 75% Federal: not to exceed $1,500,000; 25% District: not to exceed $500,000.
BACKGROUND:
The Hazard Mitigation Grant Program (HMGP) funds projects that reduce the effects of future natural disasters. The program aims to reduce community vulnerability to disasters and their effects, promote individual and community safety and resilience, and promote community vitality after an incident. In California, these funds are administered by the California Governor's Office of Emergency Services HMGP Unit.  
BACKGROUND: (CONT'D)

The Contra Costa County Fire Protection District (District) is seeking funds to replace emergency generators in eight fire stations and the communications center. All of the generators scheduled for replacement are at a minimum age of 20 years and have reached their end of service life. Replacing the generators will ensure that the District's locations will be able to continue to function in the event of power interruptions or outages.

CONSEQUENCE OF NEGATIVE ACTION:
The District will not be able to take advantage of this funding opportunity to replace aging and outdated emergency generators. Eventually the generators would need to be replaced out of general operating funds.

Two tenants evicted hours before fire at Walnut Creek complex

Residents who were living at a Walnut Creek apartment complex that caught on fire Wednesday morning said two tenants had been evicted hours before the blaze.
Crews battled a fire at an apartment complex on Ygnacio Valley Road and Walnut Avenue early Wednesday morning.

At least 30 firefighters responded to the scene at 12:30 a.m.
Officials said residents ran out of the 6-unit apartment building to get to safety and that the fire may have started on the second floor in a bedroom.

Residents said it was scary, but not a surprise. "It's suspicious to me," property manager Toni Guttry said.

People living in the complex said a woman and her boyfriend who were renting a unit have caused problems ever since they moved in last fall. "Dirty filthy, always up late at night, making noise at night, there was a lot of traffic coming in and out," one woman said. "Just yelling at people, telling them not to snitch, using racial slurs, it's just not OK."

Neighbors describe domestic violence, dog bites, erratic behavior, and many visits from the police department. "It's been a hard burden to have to go down this road with them because whatever is happening to them is happening to our community," Guttry said.

Residents and the property manager told ABC7 News those tenants had just been evicted, hours before the fire broke out. "They were supposed to be out yesterday and that's all we know and we feel really sorry for the people below them because of the sad situation," a neighbor said.

Eight people were displaced by the fire, and that does not include the woman or her boyfriend. Their unit has fire damage, and four other homes have smoke and water damage. "That's scary because there is a lot of families here. I raised my kids here, so I am glad they are gone, though," a woman said.

The Red Cross helped eight people, a total of two families, get settled and find a place to stay because their condominiums are uninhabitable.

Officials said no injuries were reported.

In a casual conversation with Patch reader and long-time Moraga resident John Eriksen the topic came up: "Do you remember the pipeline bombing and fuel fire in Canyon back in 1969?"
John has one of those memories you envy and even though we were both young scuts back then he recalled another friend, Cosette Ellison, mentioning the blast - which was huge news and probably equal in "local buzz" to the recent conflagration in San Bruno - even though there were a lot fewer of us around back then.
